why are foreigners granted businesses so easy in the USA?

Im not prejudice or anything like that. I was born and raised in the USA. I really want to start my own small business and it seems like a lot of foreigners that come to this country are able to start businesses really easy. I walk through the mall and see a lot of them and even on the streets. They also own a lot of restaurants. I just want to know how they go about getting their own businesses because I would like it to be easy for me also.
Legal immigrants from select counties are entitled to interest free loans from the government to start a business. It started after the Vietnam War and the immigrants we took in from there.
Actually its probably because they work harder than the typical-born american and they havent been in the country long enough to screw up their credit as bad as most of us have. They dont have the same culture in spending habits and didnt get credit cards when they were 20, so they are probably pretty good candidates for loans, ya know?

Also, in a lot of countries, the foreigners are there to get their education, then they move to America where the standard of living is higher, and the quality of life. That is like somehow part of their government/M.O.
